When one of the title smarty-pants defines a situation as "defying all rational elucidation," he might as well have been summing up this tawdry kiddie romp where the diaper-clads have their own covert language and, when synched up with a towheaded incarnation known as Kahuna, are imbued with superpowers. Much of the rag-tag action centers on a quartet of racially diverse neonates from a posh day-care center as they try to derail the devious designs of billionaire Bill Biscane (Jon Voight), who’s out to rule the world by broadcasting a mind-control ray over his satellite network. What Kahuna or the current cadre of turbo-charged bantlings has to do with the first Baby Geniuses (1999) is essentially nada — though the Fitzgerald triplets, who played Sly there, fill the role of Kahuna here. Larger issues loom, however. Like, how did director Bob Clark (Porky’s) persuade the venerable Voight (Deliverance and Coming Home) to slum in this insipid hack job, and is there really a market of children out there that will find this funny or entertaining? Scott Baio and Vanessa Angel, ostensibly looking to jump-start their careers, unwisely get caught in the goo as well. (90 minutes)
