Billy Tse, a recent addition to the Waterfront-area eateries, should have good fortune: not only is the food worthy and the atmosphere pleasant but the restaurant is located on the spot where the celebrated Jasper's once stood. Specializing in Chinese and pan-Asian cuisine, Billy Tse offers 23 daily express-lunch specials between 11:30 a.m. and 4 p.m. Each amply portioned meal costs under $7.25, and includes vegetable fried rice or vegetable lo mein. Try the cashew chicken ($5.95); or the beef teriyaki, chicken wings, and dumplings combo ($7.25). From the regular menu, Peking ravioli -- pork dumplings -- make a wonderful appetizer ($4.95). And don't miss the spicy Singapore fried rice -- saffron rice with chicken, shrimp, and bean sprouts in a curry sauce ($7).

Billy Tse, located at 240 Commercial Street, in Boston, is open Monday through Thursday from 11:30 a.m. to 11:30 p.m., and on Friday and Saturday from 11:30 a.m. until midnight. Call 227-9990.
