In theory, the program budget will "show all the different pots of money, and how they connect and work together," Zaroulis says. "It gives you a more holistic approach."

The program budget will be online on January 23, along with the traditional line-item budget. It is not clear whether the state legislature will adopt the program budget approach for its versions. But it's a start.
