Mayor Tom Menino butted heads with congressional Republicans when he testified on housing in Washington, DC, last week. Things went smoothly as Menino, testifying before the House Subcommittee on Housing and Community Opportunity, discussed a variety of proposals to address the housing crunch. But as soon as Menino started to criticize President George W. Bush’s tax-cut proposal as a threat to new housing, he ran right into a wall. “Time,” called Representative Sue Kelly (R–New York), although House members usually grant speakers ample time to make their points.
