7. REGULATORY REVIEW WILL CONSIDER THE ENVIRONMENT — OR AT LEAST TAKE PLACE
In the past, proposed government regulations were commonly reviewed by the federal agency with the most expertise in said area. But through executive orders, Bush has strangled that regulatory review process, turning everything over to the scrutiny of the Office of Management and Budget (OMB). OMB, in turn, has rewritten its regulatory-review procedures, which are now based purely on cost-benefit analyses — and not on such trivialities as animal habitats, protected land, or human health.
