This administration has "re-interpreted" the Clean Water Act's prohibition of discharging solid wastes into bodies of water, and now routinely allows it.
Of course, if you're a habitual violator of that law, un-enforced by the Bush administration, the clock is ticking on your ability to get away scot-free from criminal behavior. So, to keep mining companies happy through the Obama years, the Bush administration is working toward changing the regulations permanently. Says Earthjustice's Hayden: "They're trying to make sure that the mountains of Appalachia can continue to be blown up and bulldozed into streams below."
