4. MARINE DESTRUCTION WILL ONCE AGAIN BE FROWNED UPON
The US Coast Guard is supposed to serve as the front line for the protection of marine resources and fisheries, safeguarding against anything that might bring harm to the marine environment. It's charged with making sure that ships comply with new international pollution requirements, meant to protect both the oceans and the air, for example. However, since being folded into the Department of Homeland Security in 2003, the Coast Guard has virtually abandoned its environmental enforcement. According to some advocates, the only way you can get in trouble for befouling the ocean these days is if the Coast Guard notices you doing it while they are arresting you for smuggling. Although the Coast Guard will remain within Homeland Security, environmentalists are optimistic that the Obama administration will revive at least a portion of its former attention to environmental duties.
